FOLLOWING the series of accidents allegedly caused by firecrackers, including one that killed 24 people on Christmas Day in Ormoc City, Senior Superintendent Florencio Caccam, chief of the firearms and explosive division of the Philippine National Police, issued safety guidelines on the proper use of pyrotechnics:
1. Buy only fireworks from licensed manufacturers which have proven track records for producing safe, quality fireworks. Do not buy generic fireworks which do not have labels identifying the manufacturer. Do not buy illegally seized firecrackers.
2. Always read instructions before using the fireworks.
3. Children should be advised on the proper use of fireworks. Strict adult supervision is required for minors.
4. Do not wet the fireworks. Once wet, fireworks should no longer be used. Never store wet fireworks.
5. Do not pick up fireworks that have failed to explode.
6. When lighting the fireworks, take into consideration the wind’s velocity and direction. Do not light fireworks if wind is strong.
7. Close all windows and doors of your house during the New Year celebration to prevent wayward fireworks from entering your home.
8. Always follow the required distance for spectators.
9. Do not pull pranks or scare people using fireworks.
10. Do not use candles in lighting fireworks. Use joss sticks, cigarettes, or mosquito coils.
11. Protect your eyes by wearing goggles or glasses. Wear clothes made of either cotton or denims. Do not wear synthetic clothing like polyester. Wear shoes instead of slippers to protect feet.
12. Keep a bucket of water or hose nearby to put out fire in case of accident.
13. If you have doubts as to the safety of the fireworks you have… STOP.
14. Keep a first aid kit nearby for treatment of burns.
